Windows Messenger is not included in Vista.

You would have to download it, or MSN Messenger from Microsoft download site.

Hi ... Thanks for the info , I heard that Microsoft is going to close the service for their messenger ? I guess Bill N the boys aren't making any money toward it

Where did you hear that? Progress being made on the newer versions suggests otherwise.
Perhaps some of the older versions are being disabled?
Be careful of rumours, they often have just enough true information to lead you in assuming something else that is untrue.
